I'm 14 am have never been able to retract my foreskin it kind of hurts when I try to. I don't understand what is it and haven't seen my frenulum what ever that is.Do you know anything I can do to get it back and retracted?

You will need to slowly tug on it in the shower and it will slowly become loose. When you are around 18, you will notice that it becomes loose on its own, as boys mainly develop foreskin adhesion during infancy

Maybe you should consider going to a doctor.

Doctor is not really necessary.
As you age it will losen itself, so you should be fine.
Try it after a bath, but NEVER pull to hard and damage yourself

The term is called Pimosis, whilst the frenulum is a bit that connects the foreskin to the head of the penis when pulled back.
How far in to puberty are you? Can you pull the foreskin back when you are soft (IE is there only an issue when you have an erection)? Some boys only have it miled and with a bit of streaching and time (and the water mentioned in the other post to help), the skin can be streched. Speaking with your doctor and getting cream if things are pretty tight, and circumsition os an option too.

There are two possible answers -
one - the foreskin is attached to the head of your penis at birth - there is a membrane which usually seperates - so the foreskin retracts.
two - your foreskin is tight -
Some - a very small number of guys can never retract thier foreskins and are ok with it.
But I would suggest you see a doc - yes not a great thing to contemplate but for sure no ppoint in worrying and anything is easily fixed - it does not mean you will need circumsised -
as with everything you need good advice and info - see a doc
