I've used Dreamweaver a fair bit, but there are loads of programs out there. I'd say dreamweaver is pretty good though.

It depends, are you wanting to pay for it, or do you want an open-source, free program? I suggest Dreamweaver, or Microsoft Expression Web. For slicing and coding layouts, I suggest Fireworks. That is, if you're willing to pay for programs.
