So I understand the programming aspects of web design, but I need some advice on how to actually put that to work. What is the best way to practice using the two? Any advice would be much appreciated.

Well, you could start by making a blog using that, for example. I believe it was Tumblr that lets you edit the HTML and CSS of your blog. Experiment with that, and you can also post whatever else on it, too.
