I think he was just being rude, as you said no to his request (and say no if you're evern not comfortable doing so). It's also easy and sad that sometimes boys who have developed further pic on those who haven't. You are still developing - pubes and cum can develop as late as 15, without there ever being any issue. And even if you don't develop much more in size, size is not everything, so if you choose to do it one day, you can be top or bottom, if you find the right person.
