Im 17y/o pushing 18 and my foreskin hasn't, not even slightly, retracted/rolled back.
I've noticed a lot of guy's foreskin rolls back, but mine doesn't even the slightest. I'm not sure if i've fully gone through puberty yet, maybe this will come later?
About the puberty thing, hair under one arm is more than the other which is almost half the underarm hair. Leg hair is apparent, but bare in some spots. Again im 17y/o pushing 18 so it just seems a bit weird.
So i the foreskin suppose to roll back or is it fine for how it is?

Most boys can retract the foreskin but some cannot - so maybe you get a doctor to check all is well -
uneven hair growth is pretty common it may even out a bit as you grow - personally I shave pits and pubes - but thats just a preference.

By 17/18, most people can retract their skin completely under the head of the penis. With the changes during puberty, erections can come a lot quicker than the extra skin needed, so at times some kids need to stretch it over time so there'senough skin. A tight foreskin is refered to Phimosis. In most extreme tighness, circumsision is recomended. Unless it's causing major pain and discomfort, that is more of an option than a requirement, so if you're concearned, have a quick word with your doctor, who can advise on options.
In terms of your hair in general, it can grow more over time (well in to your twenties, but there is no real hard/ fast rule about how much/ little hair you will have as a whole.

try retract it manually when its soft. if you can,try do it under the shower whan you're hard, if you cant retract at all when your soft, you should see a doctor ;)

PHIMOSIS. Try To Google It. I do Have It When I WAs A KId. Then I Was CircUmcised At 12 .

Phimosis. Google it. i do have it when i was a kid, then i was circumcised at 12.
