lately, i have been smelling in the area generally where my penis and scrotum is. i dont know why this is but it doesnt smell like poop or anything, its weird. is it b.o. or is it just that i dont wash down there good enough

and is a 5' penis when erect really big, normal, or small for being 5 feet and 3 inches?

As for the first part, it's probably just man odor. Just try washing it a little better. As for your penis size, it's completely fine.
