I already have some hair in the arms and near penis, but my balls and my penis are still small. I am afraid that it won't grow more, then I ask, what did grow first on you, the penis or the hair?

For me, pubic hair (followed by cum) and armpit hair came first. Groth spurts, and hair everywhere else came later. You can keep growing until your 20, so you will take a while to your final size. It will happen eventually, sadly there's no timescale to it. Since you have started, you are OK.
