I have some little white spots under my foreskin in a ring no pain and I did a little research and found that it could be Pearly Penile Papules is this true?

Most likely is. I don't have a foreskin but have those. When comparing with friends who are also cut they have the same spots. I also looked it up because I had no clue what it was when I was your age.

I have them as well. They don't hurt, just feel rough.
