By the latest you should be able to do it by 16/ 17. Some males are OK and can do it straight away. Can you pull it all the way back when soft? Have you only recently started trying to pull it back when erect? It would take some time and practice, and you should see improvement over a month or two. Trying to do it whilst wet (eg in shower or bath) will help. If concearned, consult your doctor. The most extreme would be circumsision, but this would only propably happen if you couldn't do it whilst soft.

It will just take time and a little practice stretching it when you're erect. If nothing has changed over a couple of months, consult your doctor. I've mentioned circumsition before (as if it was a bad thing!). Though I'm not cut myself, is this something you would want to consider?

Yes but I don't want to tell my parent about it

With that, I (and many other boys here will) sympathise as there are many boys that feel the same way speaking to a parent (or their doctor). If you do feel that you are now at the stage that you want (or require) checked out by a doctor, you may find it easier just to speek to your dad (or another male member of your family), and just ask that you need "down there" checked, and ask for "no questions", and if they come with you, to wait in the waiting room. Don't worry on your doctor, as it's probably a fairly common thing that they see.

you need to pull back every day a little, even if hurts...at 13 my foreskin's like you, so day by day I pulled back and now can retract all the way....but with my hand so when hard half my cockhead is free
