Well, pimples on the penis aren't normal, but there's nothing to say it could be an effect of puberty such as acne. I'd recommend you see your GP or if you feel embarrassed, a sexual health clinic. They can tell you whether or not it was induced by puberty or if it's irritation and needs treatment.
