not rlly, if u want a big effect dont masturbate for a week (to long maybe 4 days or 2 and drink lots of water make a big effect on cum performance and orgasnm

No. Pre-cum is secreted by the penis when the male is aroused and experiencing an erection, and the only real biological purpose for it is for lubrication during sex.
