Alright, let's get down to it. I'm a 17 year old guy who has been the outgoing party type who "hooks up" with girls all the time. But I'm done hooking up, I want a relationship. I've been talking to to this girl for a good while now and we flirt around pretty much all the time haha. She openly says she "likes" me(I hate that word), and she hints that she wants a relationship a lot. I'm just not the guy who does the whole relationship thing, so I need some pointers. She keeps saying "You haven't made your move yet (;" well that's where I'm lost. I was thinking making a move meant the usual going in for a kiss and some more, but I guess not. Because we've done all that good stuff... and I guess I "Haven't made my move yet" What is she waiting for? Is she ready to be more than friends? I mean, the whole friends with benefits thing has been good for me, but I do "like" this girl, so a relationship would be nice too.

Ask her out! Just be like, "Heyyy, I like you too, maybe we should go out sometime" or if you don't want to use "like" you could say, "You're really nice, wanna go out?" Or whatever comes naturally :)
