Also, do androids have Java to play chatroom?

Unfortunately, no.
It has to do with the edition of Java installed on different platforms. Desktops can have SE -- Standard Edition -- which has the most functionality. Mobile devices, if they have one at all)Android obviously does), tend to have ME -- Mobile Edition(or some variant thereof) -- which is a slimmed-down version of SE, so that it can actually run on limited hardware.
And as far as I know, there's no reliable way to change that. If you're talking about our chatroom, it's difficult, as you might be able to see by the many threads about it in the HQ. The software we use is a subscription, and in order to have a mobile client, we'd need to pay many dollars extra per month -- money we don't have. Sorry.

A while before I joined IRC was used, but nobody liked it. I doubt people will like it if it was tried again. As for other chat rooms, I'm not sure.

For addonchat? Last time I created one, it was much cheaper for a mobile version.
