I know when you first join until you have a certain amount of rep points whatever you give shows up neutral

Yes. rep power increases every 50 rep pts, every 6 months since you joined, and every 1000 posts.

Yeah if you go onto user cp then it tells you how many rep points you have and what your rep power is. Your rep power is the amount of points you can give or take away. So at the moment you will be giving 364 rep points which means you will most likely give someone an extra 7 rep power.
