I don't think any is 100% safe but there are definitely more safer ones than others.
I recommend MP3 Rocket in terms of safety, it's basically a program that downloads audio straight from Youtube videos so risk of virus is very small. Alternatively you can do this on actual websites (you can find them by Gooling "convert Youtube to mp3"), but MP3 Rocket is faster and more convenient.

I would suggest installing Firefox if you don't use it already, and then go to the addon store and search for "fvd suite". The icon you're looking for is either a purple or a blue arrow pointing downward. Install this and then you can download any form of media, in all available forms of quality. This ensures that you're getting the highest quality possible, higher quality than most other places on the net.
In addition to that, you can also directly download browser games such as those found on Newgrounds or Kongregate. The addon will be able to download the .swf file, which can be played using a portable version of Adobe Flash Player.

I believe it's illegal off YouTube, and 99% illegal off download sites. Some artists release their music for free, though. I usually buy some of an artists music, and then torrent the discography, usually the one with the most seeders. Save to flash drive and scan afterwards.

The only free music I could see that would be legal is Creative Commons music... other than that, I'd recommend a cheap music service like iMesh (http://www.imesh.com/) or Spotify Premium (https://www.spotify.com/us/for-music/).

Try atube catcher, it downloads youtube videos... and exports them as any format you wish.

You can't legally download any "free" music unless it is under certain copyright/digital protection (or lack thereof). And I'm assuming you're just looking for methods to download free music, which is something VT doesn't endorse or condone. Therefore, this thread will be closed.
