At age 15 and 4 inches there could very well be a medical problem. You may have what is called a 'Micropenis' (I swear I'm not making this up). If you have started puberty already, I would say see a doctor ASAP. if you haven't started yet, leave it for 6 months - a year

No, theres nothing wrong with that. It could mean you are late hitting puberty which isn't a problem - or maybe thats just the size of your penis forever - which isnt too bad.
