Iam a fairly skinny guy and lately ive really wanted to change that iam 14 years old and too young to go to my gym so ive looked at the price for weights ( keep in mind i get $100 every month) a good set of weights and a weight bench cost around 80-90$ thats about 20$ for food to bulk up which cant really last a whole month. so is there any way i can bulk on a budget?

Bulking without the right equipment is rather pointless.

If I were you, slowly build up your equipment at home and forget about bulking/cutting.
Get a good routine together and work on that and your form, and focus on a healthy diet. You will notice a difference but it isn't as effective as bulking.

I would not recommend bulking without a gym membership unless you have a lot of equipment at home. You will need high weight/low rep to make the most out of a bulk, and with all of the different muscle groups requiring different sorts and sizes of weights (ie. your dumbbells will not have as much weight on them as your full bar obviously) meaning its an expensive set up.

I'm not sure what the rules are over there, but if its legal, get a gym membership. It will be cheaper than buying your own gear and you will get so much more out of a bulk.
Do remember a bulk is generally a 4-6 week cycle of high valory intake. A protein shake is, IMO, vital for a bulk. These are also costs that you need to consider. A bulk is really hard to maintain (well as an ectomorph, it is for me) just due to the amount you eat. It takes commitment.

DO NOT undertake bulking and cutting without an understanding of the process and I would seriously recommend checking with your doctor at a check up.

As for weight workouts, someone recently did a thorough guide about weight training for teens which is a sticky in the fitness forum which I highly suggest you look at.
