What if my question is relevant to multiple forums?

Is there a way i can cross post a topic to more than one board, since i would like the most responses possible. It's not spamming, just not every board is as frequently checked.

No, just post it in the section you find to be most fitting. Posting the same topic/thread in multiple sections will result in the extras being deleted.

Depending on your question, The White Padded Room doesn't have a specific topic guide, so it may be ideal to place there.
