you'll probably still grow, I was your size when I was 13 or 14, I'm 17 and now I'm 3-4" soft and 5-6" hard. In health class they said 4 inches was plenty big enough to satisfy most girls, so 3 inches may be small, but in a couple of years, you'll probably grow.
