It's not porn unless it's being shown in a sexual way or sexualised by the way it's presented I think the deal is (there are enough legal websites showing kids nude because they are nudists doing normal things out there)

Most countries don't always women to be shirtless where men can be - I think Canada has a law allowing after a university student started a campaign after getting a hard time taking her shirt off outside like the boys were on campus

Depends on where you live and what yourmorals are, in usa guys can have shirtless pic but a girl shirtless is considered child porn then you get in a lot of trouble with the police

I believe what would make this porn is the Intent of the photo was it taking for the sexual gratification of the person viewing the photo? if so then yes it's child porn.

Depends on your view of what is sexual. Some people do not see why it is different than a guy without a shirt on.

That is why in New York, when they ruled that it was LEGAL to walk around in public as a female with no shirt, many people were upset and others saw no issue in it.

Breasts can be however sexual one makes them out to be. It's personal interpretation, really. However, laws in developed countries tend to disallow women to be topless in public. It's a cultural thing. Women in Papua New Guinea walk around topless everyday. Women in the United States don't - unless it's in private.

Well, the main function of the breast is to provide food for the baby. Breasts serve no real sexual function, and are therefore not technically sexual.

However, society has given breasts a secondary purpose: Sexual attraction. A lot of you have not been to europe by chance? The european view of nudity compared to the USA's is very different. There are topless women on pretty much every beach in europe, in the us they are self rightous and believe nudity is a bad thing. So it depends on where you are from.
