I'm sure it's normal Izzybeth. I'm a bit older than you but smaller. But we all get bigger at different rates so I might catch you up.
Being xtra large at age 13 is definitely nothing to worry about.

if you are 32DD or 34D they are a little big for your age, but maybe you will not grow anymore, 34D and 36D just on the limit of big, the others, 38B and 40A will mean you are bulky.

Your growing, sometimes people grow faster then others and then stop sooner then others. I personally was growing at a slowish pace then they grew quite rapidly and now at a normal rate, So over time it will vary.
