I dont think that matters, I am cut and sometimes I have enough precum to use as lube, but sometimes. Its boner dry!!! The good thing for you is, when you have sex, you dont have to worry about precum making someone pregnant as long as you pull out at the right time

no - there is no link between being un cut and no pre cum - but I get more pre cum when I jerk for longer and are more aroused.

Maybe you need to work on that - if say you just jerk and cum real quick you will not have pre cum

Yes. It wouldn't make a difference if you're cut or uncut. It's primary use is to protect the sperm. It's slightly alkali and is used to 'equal out' the acidity of the urea that has passed through previously. As others have said it can be used for lubrication but that's only if you produce enough. If you do though it is, for me, one of the lubes available. If you haven't started producing any yet then don't worry about it, you're 16 and have years still growing. Don't panic though because you'll produce some eventually.
