That seems crazy!!! But who's gonna catch you, in the U.S. age of consent is 18 I think but most people lose their virginity at 16-17

I'm not a lawyer, but my thinking is that the law is designed to prevent older people (like 20+) from jacking off with teens. If you are like 17 and your boyfriend or friend is like 15, then I doubt you would be arrested. The problem starts if you are in your mid to late 20s and above and are still doing stuff with someone between 12-17. I think as long as you are doing stuff with someone your own age, then you're cool. If you are doing stuff with someone really young like 12 and under, then you'll have problems.
