Yeah, cause I tried blocking (just as a test, not like I was going to) about 5 different people, and it said the same on all 5 of them. Each one of them own a diary, coincidence? I think not :>_>:

So yeah. To sum it up, it's because they are a diary mod, treated the same as a forum mod, which can't be blocked.
