Does eBay review each case when it gets risen?

So at first when you report something on eBay, they tell you two to work it out, then if it can't be, either the seller or buyer and raise the level to eBay itself to make a final decision. But does an actual person review it?

Yes and No they have a very confusing system of if it goes to a "spider" or to a person if an item cost more then 1000$ it will automatically go to a person. Of many people have made cases against the person then the case goes to a real person If not. It goes thru an automated reading system which analyses or in other words see if the person who is making the case is trolling or not .
