If you give someone rep, then they just get rep, and if they are nice, they give rep back to you. :)

As for the moving avatars, there are websites you can get them, and there was this one I don't remember...

I think that if you upload an avatar from your computer, then it won't move. It definitely will not move it is not a GIF file (so check the extention - should be .gif). I recommend using a hosting website like http://imageshack.us to host the avatar. Try that =]
