From the current one? So for example, if the PS3 has 3,000 PPI will the PS4 have 6,000 PPI ?

No one can really know right now, it's certainly going to be a great improvement but it all depends on how the hardware is used by developers. As for PPI, you can't judge a console based on PPI since it's completely non-related to the console.

Can a tv change how graphics look? I have a Vizio 52 inch plasma (I believe it's a 2005-2006 model), so would that tv make the graphics look worse? Or not as good as they are meant to be?

The TV won't affect the graphics strictly speaking, however the TV can display the colors worse or make the image appear worse if it's a lower resolution screen but it can't actually make the graphics worse since the console "creates" the graphics but the TV can display the images badly if the TV isn't very good.
Think of it this way: you can take a great photo with your camera but if you print it with a crappy printer, the print won't look as good as the original picture, that doesn't make the picture you took worse, just the way it's presented on the paper. (If that makes any sense)

Eh it will look better that's obvious but don't get your hopes too high for better than PC graphics that's been posted around. It's still a console it has limitations but considering it's new compared to the 5+ year consoles, it'll be a large improvement to the current graphics.

From the leaked information (and other sources) not that big of a difference from current hardware.
You will, however, see better looking games earlier in the console life rather than later, and it won't be that expensive, but the current hardware is about the same level if not slightly less powerful than what you can find on the Wii U (which no developer has even tried to use to its full potential yet).
Sony seems to be making the same mistake again and going for a cheaper GPU but this time around not packing a really powerful CPU to make up for it. They do have 8 GB of RAM on their devkits though (which translate to no more than 4 GB on the consumer units: same amount the Wii U has).

i hear the ps4 would be able to do all what the xbox 360 could do now like cross game talk and all, the ps4's graphics will be better thean the ps3's, anyway they are supposed to make an announcement about it and we ll see then
