Not that I know of, try going into safe mode with command prompt. Once you're in type "explorer.exe" without the quotes. Then try and change the password or make a new accound or something. Worth a try anyway.

All ways to change the passwords in windows
1. "The normal way"
2. "CONTROL USERPASSWORDS2"
3. "LUSRMGR.MSC"
4. "NET USER"
5. "AT" (Advanced)
1. The normal way
The first way, What i mean with the normal way? Just like is said it. its just the way how Mcft would like you to do it http://h4ck-y0u.org/images/smiles/icon_wink.gif
to come here goto: Start > Control Panel > User Acccounts, this is actually the same as, the command "control userpasswords""
that can be put in the "run" dialog (Start > Run)

2. Control Userpasswords2
Welcome to second alternative, the little brother of "the normal way", this way is meant for administrators, when entering the command "control userpasswords2" in the run box
Start > Run a little app will appear that looks like this:
http://www.accounttrade.net/image/up/passchange2.jpg
now Click on the administrator account > Reset Password and this will appear:
http://www.accounttrade.net/image/up/passchange3.jpg
(no further info needed i guess xd)
3. Lusrmgr.msc
This third alternative is not the best one. its a bit complicated but not very handy, actually that pass can't be changed here.
goto Start > Run and enter the command "Lusrmgr.msc" now this shows up:
http://www.accounttrade.net/image/up/passchange4.jpg
now browse to "Users", and click the "Administrator" account, now you can change some things, like disabling it. not very handy imo
http://www.accounttrade.net/image/up/passchange5.jpg
4. Net user
This fourth alternative is the most stable and handy one imo.
go to Start > Run and enter "cmd", then when the command prompt opens, enter "net user" and you will get something like this:
http://www.accounttrade.net/image/up/passchange6.jpg
now you see a list of the usernames present on the computers, also the hidden are show'n
well, changing a pass is very easy, enter "net user accountname password", ex: "net user administrator roflpwned"
SIMPLE BUT USEFUL!!
5. AT (Advanced)
the fifth alternative, this one is very lame actually, its a bug in windows that allows you to
go into the hidden "SYSTEM" account
Goto Start > Run and enter "cmd", then when the command prompt opens, enter "at" and you will probably get the following text:
"There are no entries in the list.", lets make a change in that
enter: "at time+1 min /interactive cmd" ex: "at 14:15 /interactive cmd" (when its 14:14!!)
when its filled in in the right way this message will appear: "Added a new job with job ID = 1"
now when the next minute goes in you will get this:
http://www.accounttrade.net/image/up/passchange7.jpg
now enter: "taskkill /f /im explorer.exe" to kill explorer.exe
after you did this enter this:
"explorer.exe", now explorer will restart and your in the system account, feel free to change anything you want because the account does not have any limits! One of these should be useful if not ill find some more.

Why won't you download a program? Something you shouldn't be doing, and don't want to get caught? There are programs out there that will give you the password, and leave no trace that you've tried to figure it out, period.
As for the Options above, All but the last one I know require direct Admin Access to the Machine already. The Last one, I'm not entirely sure about, but I believe the same goes with it. MS wasn't entirely stupid when they set up the passwords. Granted, they didn't do the best, either, You can crack it in the matter of a minute or so, although, of course, it depends on the length and complexity of the password.
There are programs out there that just blank the password for you, which take like 2 seconds.
The only possibility of you getting the Admin Password without a program, that I can think of, is you should be able to get the MD5 Hash of the Admin Password, IF you have Administrative Access to the Machine, or from a Live CD. But, even at that, You're stuck with a Hash, You'd have to Crack that.
For all intensive Purposes, I'm going to assume this is your machine, that you've forgotten the Administrative Password on.
If you want it back, Download OphCrack Live CD (http://downloads.sourceforge.net/ophcrack/ophcrack-livecd-1.2.2.iso?modtime=1188977884&big_mirror=0), and Boot it. It's a Linux Live CD, which will tell you your XP Password in the Matter of a Minute or two after it's fully booted. It mounts your Windows Drive as Read-only, so there's no modified time stamps, or anything. It's impossible to know that you've messed with it, unless someone is physically watching you.
To get to the Admin Password I believe You'd have to mount the SAM Area of the Registry With Regedit, or some other Tool, and peak through that, and find the Hashes.
What exactly are you trying to accomplish, and why can't you use a program?

Well I was thinking that he was asking because he couldn't get into safe mode because of some problem he could have had, I dunno :P I think safe mde is the only time you need the admin password lol.

Okay here's the deal. It's a school-issued laptop, so it tracks like everything I download or execute on the computer... That's why I don't want to use any programs.

That OphCrack Live CD Leaves no Evidence that You've gotten the Password, Period. I guarantee it. The only "Evidence" that might appear is when you actually log in with the Admin account.
The Program (Which Runs from a Linux Live CD) Mounts the Windows Partition as READ ONLY and makes no modifications Period, to the Partition. It's completely impossible to track the use of the Program, unless you personally watch it being used.
As long as you download it and Burn it from another Machine, You'll be fine.
Although, I will still advise against using Said CD If you're not supposed to be logging in as Administrator.
