I have a computer that I built myself, so I'm thinking I need to add/change a jumper on the motherboard or something?
When I try to put it in standby, it goes through the whole process, the screen goes blank, and then the computer starts back up again.

Um... doesn't that do the same thing it normally does when you just press standby?
I don't get it... Still doesn't work anyways.

Which Operating System is this that you are attempting to put into Standby?

Try going into MSConfig (Start -> Run -> Msconfig, and check "Selective Start up" and Uncheck "Load Start up Items" Then, Hit OK, and reboot. Try logging in and putting it into standby now. If it works, you know it's some program running in the background. If it doesn't, it's not. Although, it could still be a Service.
Once you've confirmed whether or not it's a Start Up Program, Go back into Msconfig, and Recheck "Normal Start up." If it worked, You need to do some trial and error in the Startup Tab of Msconfig and See what messes it up. If it doesn't fix it, It could be a peripheral or something you have plugged in. Try unplugging the Network Cable, or the Mouse, or the Keyboard, Etc, Right before you put it into Stand by, and see what happens when you do so.
