i think that it can assist in acheiving orgasm, but without massaging the vagina and more specifically the clitoris, i think that would be difficult to do.

The amount of women that can orgasm just from breast stimulation is way into the minority. Most females do stimulate their breasts or nipples during masturbation, as it does feel good and helps reaching orgasm, but does not cause one just by doing this action alone.

I didn't even know that there were any girls that could achieve an actual orgasm just from having their breasts massaged. :/ But yeah, it feels good and is probably somewhat stimulating, but as Trigger said, the most likely way for a girl to achieve orgasm, is for her vagina/clit to be massaged/stimulated.
