As far as I know, removing the power pack should reset it.

On the cartridge, there are little contacts(the circle things), placed on what looks like tape. If you(or your mom or whoever) touched these on accident, then they won't conduct the electricity anymore. Take something like those wipes used for cleaning glasses, and carefully wipe off that area. If you don't have those, a damp towel might work too, just make sure to dry it off after.

Has she previously used refilled cartridges before? Printer manufacturers sell the printers at a loss and make their profits from selling ink, so some manufacturers program the printers intentionally to refuse to print with a refilled cartridge.

I don't think there is a way to reset the printer. But there might be another way, although it doesn't always work.

Most printers enforce the ink limit by remembering the serial number of the cartridges it has printed with and their ink level. But they can only remember so many cartridges at a time, usually three. All you have to do is get your mom to buy three new cartridges. Mark them all (including the one you just refilled) with a letter-- A, B, C, and D. In this case I'll assume you've marked the refilled one A, although you can mark them however you want.

Use B, C, and D (the fresh ones you just bought) until they're empty. You'll have gone through three cartridges at that point: the most the printer can remember. The one you refilled (A) is the fourth one and has been pushed out of the printer's memory, so it should think A is a new cartridge.

Once A is empty again, remove it from the printer and refill it. Then, place the empty cartridges B, C, and D in the printer one at a time. Once you've put in all three, A will be the fourth and will have been forgotten again, so you can use it now.

The number of cartridges your printer can remember can vary, and I don't even know if this will work with your specific printer at all, especially if it's new. It is 2013 after all, and there's no reason why they can't make a printer that can remember billions of cartridges. (You'll need to buy a billion cartridges and keep them on hand if that's the case. Try not to mess up the lettering :))
