I think so. STDs are transmitted through direct contact. So inhalation should be fine. Just make sure they don't find out.

Uh... who's panties would they be exactly? I mean, whatever floats your boat, but you can't take other people's underwear and do this sorta thing. If you really like to do it then just buy yourself a pair (and say they're for someone special, that'll avoid embarrasment). Then you won't have to worry about STD's at all.
