I can't see why it would have anything to do with jacking off, it could be caused by a lot of things. Try talcum powder/moisturizing lotion and see if that helps.

Itchy balls don't normally happen only after mb. It happens other times too, if you've got tinea in that area. Buy some anti-fungal ointment from a chemist shop & put some on your privates each night, after you wash & dry them like washing & drying your hands. It's really important to not let your privates stay sweaty.
