Depends on how are and how old they are. I personally do it often, but I do it with people older then 18.

i do 'things' over skype very often but i dont see it as being wrong your just doing it with another person same as you would with a friend

it also obviously matter how comfortable the person is, if both people are comfortable enough with eachother to do it i believe it is fine

Well if anyone is under 21, it would be illegal in most places, and you could be charged with child pornography. So no, it's never an 'okay' thing to do. Therefore if you're found using VT as a medium to find others to sexually cam with, you'll be banned.
