Puberty is different from person to person. And you starting puberty at nine, I am not saying that it is not impossible, but usually it doesn't happen to boys until they are like 12 or 13. You may just be starting puberty, and there is nothing wrong with that, because just like you I was a late bloomer. I didn't start seeing a change in my voice until like the middle of 13 and didn't see pubes till towards the end of 13. And slowly, your penis is going to get bigger, but it will grow fastest in the time when you are like 17 and 18... So don't worry about that... But you should be starting soon. So just remember that I started puberty around the age where you are at now, and now I just turned 16 and my penis is 3.5 inches soft and 6 inches hard.
