You don't need to have gone through puberty to be able to masturbate. As creepy as this sounds, around the age of about 18 months to three years old, young children discover that stimulating their genitals feel good.
You do need to have gone through puberty to have an erection though. (citation needed)

ok...I feel really akward saying this but It is making me really upset.

I am 16 years old and I an going thru puberty...i mean just starting...

I have a little pubic hair and thats it everything is the same. My voice hasn't changed, no hair in armpits and I have never...I mean NEVER masturbated. I really want to and I am getting upset that there is something wrong with me. Th doctor says I'm a late bloomer but I should have been able to masturbate by now and have that feeling? What about ejaculation?!?!

Masturbation is something that you just kind of need to stumble upon. If you really want to, just keep trying. All you need is an erection. And ejaculation will come once you've learned how to masturbate. dont stress, take your time with it

If you've only just started puberty, you may not ejaculate but still orgasm (dry orgasm) or it might be clear instead of white neither of these things are a cause for concern.

Yes I remember getting erections as young as 4 years old. I could've had them even younger, I just can't remember that far back! I remember mostly because it really embarrased my dad when I'd blurt out in public that my "pee pee was hard". I really laugh at it though :D

I can remember things back all the way from when I was two (I think I have photographic memory or something like that, they found that I had something like that when I had to be tested), and I remember getting erections too, and I think that's similar to something I said when I was really little and we were in public, and whatever I said I can't exactly remember,but I do clearly remember getting the "evil mum stare".
