Maybe. Sometimes a water damaged device will still work after it has dried out. But if it doesn't, the phone is busted and there is nothing to fix. All the circuitry inside will be completely wrecked.

Apple will replace it for a fee. It depends on the model but it could be nearly $200 or so. It will be cheaper to buy one that actually works.

Never Buy a waterdamaged iphone unless you have the cash to fix it which could be more them 250$
