having uncut penis means when it's soft, your head/mushroom is protected by foreskin, so when you're hard and head is exposed, the teasing is amazing, and basically when you're cut, the head is always "out there" in your pants/undies, i guess you cut people are used to it but if i rolled up my foreskin and put it in pants i'd be hard within few, so I assume having uncut penis means you can get aroused way easier than when cut.
