Do you mean running Windows in a virtual machine on a Mac computer or Mac OSX in a virtual machine on a Windows computer?
If you're talking about Windows in a VM, that works fine (if you've only got OEM install discs/recovery discs it's not gonna work out.) I've never actually tried Mac OSX in a VM, I understand it's annoying to setup (Apple really really really hates people using Mac OSX on non-Apple computers)

Its pssible, but performance takes a huge hit (courtesy of Apple's security checks and some other stuff). Mac OSX is not designed to run on non-Apple hardware and it is only optimized for the specific hardware Apple uses on their computers. Unlike Windows, which has a huge portion of its development to support as many hardware configurations as can be imagined (due to the nature of the PC market), Apple computers only run a small number of different hardware.
