So what I'm planning on doing is doing the typical 5x5 strong lifts program, but also adding a bicep exercise. Instead of bulking my biceps, I'm planning on toning them. My question is, could someone notice a difference when a muscle is toned vs untoned and big? What difference does it show? And how do the muscles tone? Like the science behind it. I know when you bulk, muscle strand get bigger and stronger and multiply but I know nothjg about toning.

"toning" isn't really a thing. You can increase strength, and lose fat, but muscle "tone" is only a decrease in the amount of subcutaneous fat covering it. There is a difference between "toned" smaller muscles and big, untoned muscles. What you would probably want to do is increase the weight every set and supplement your muscle training program with some high intensity interval training (HIIT.)

Toning is more effective when you have low weight and high reps.
As apposed to high weight and low reps.

Don't do this. Ever.

Best way to build muscle is low reps and high weight - there is no such thing as toning, only building lean muscle mass. You'll see better results pushing yourself for a shorter amount of time than taking it easy over a longer period.

Toned literally means just going for size and "shape." For biceps, almost everyone goes for size, because no one is competing in how much they curl.

Toning is just how many reps you do, 8-12 for toning, and 4-8 for "bulking."

Hypertrophy occurs, which means the muscles get larger in response to stimuli. This allows them to handle slightly more weight and deal with the stress of the weights on the muscles.

Hypertrophy = faster muscle size increase.

Cicero take for example me and my waist line,I taped it last night it's still at 40 inches,but looking in the mirror it looks smaller.
The reason it's staying at the same size if due to the stiff-legged dead lifts, as well as the weighted side bends,and sit ups I do.

The fact it looks smaller is due to the fat loss .

Thats the illusion that keeps the whole "Muscle toning" myth going.people believe they are lossing fact and toning up the muscles without building muscle!
