Pretty hard to answer that because everyone developes at a different rate. would be like a girl asking am I normal at 13 if I'm a 32A. Take this advise from a girl it's not the size a man's penis, but how he uses it. and at 13 i'm pretty sure your still developing

The size is not what satisfies the girl. She it satisfied by the emotional connection of being with someone she cares about. That's what guys need to understand. It's about how we feel emotionally not the superficial aspects like size or looks.
Also, if a guy is not confident about himself in anyway, that's more of a turnoff than anything.
