I 14 and some times my balls will get very itchy and sweaty. why is that? also i knotice that some times they move up aginst my body and the rest of the time they dangle. is there something wrong?
please give your thoughts about what you know and ways to solve this problem

They get itchy usually because pubic hair is growing in and usually from the sweat. They get sweaty because of excess heat. Make sure you clean down there with soap very well when you shower to make sure it stays clean.
They move up against your body when you are cold and dangle when you are warm. This is a natural biological function. It's because sperm need to be at a certain temperature. When your body is cold, it will move up closer so it can warm up. When your body is warm, it will move away from the body to cool off.

eaxactly, apply talc powder occasionally to keep it comfertable down there

Well they get bigger than they are now. It's not like you can measure the size. They grow throughout puberty.

try applying powder, this may help. otherwise you will just have to put up with it.
