Note,idk if anyone else studys this at school,but its normal to be not circumcised,here its 99% of people i think(Serbia) and when a Teen(or a kid or a grownup) has a lot of skin hanging over the penis head,it should be removed asap via scalpel by doctor,though normal sized skin hang and short ones are perfect for a male penis,though it can hold bacteria for urin,its better for self pleasuring and keeping the penis head "fresh"
