Edit the picture in an Image Manipulation Program. The forums are not able to size the picture for you.

You'd have to edit it yourself in an editing program. VT will attempt to re-size your image if it is too big though

Note: The maximum size of your custom image is 400 by 125 pixels or 50.0 KB (whichever is smaller).

Ask an admin how long you have until you can change your username. Otherwise you can PM an admin to change it for you, though it has to be a good reason.

The height was at the maximum so I've just cropped out some of the empty space and made it wider, so it should render a bit bigger on screen now.
