Since you are 14 and can't ejaculate, don't worry. you are just a late bloomer. you'll get there. Your sack will should start tightening once you start ejaculating. The involuntary movements are the muscles in your penis pushing the cum out, once you start ejaculating.

Yeah that means you are just starting puberty, and for the reason for the involuntary muscle movement in the penis, that is because your body is trying to have an orgasm, but you cannot release anything because you have reached that part of maturation. Next time try not to stop rubbing, rub through the involuntary movement and try and see if you feel some awesomeness.

Yes you've hit puberty (: hence the name of pubic hair haha. Well you'll be able to ejaculate in time, it is actually possible for you too, but it will happen when your body feels right. Just because you are 14 doesn't make you mature enough for it, as maturity has noting to do with age, and everything to do with the body.

As for your testicles it's all to do with body temperature, the colder you are the tighter to your body they will be, and the hotter you are the further down they will be, as speed needs to be kept at a constant temp to stay alive.
