Few ideas.
Forge (or get a parent to write) a note saying you have bad excema and wish to wear a long sleve under your PE shirt. (doesnt work in locker room tho)
If you have told your counciler see if s/he can get you a free period instead of PE
If its just on one forarm banadage it and say it was a bad vollyball serve or something like that.
If your cuts are older try waterproof foundation or stage makeup (the kind used to cover scars)

Are you required to wear a short sleeved shirt of PE? In my class, we can wear long sleeves as long as we have shorts. How have you been managing with them for the last 10 months?

I used to just wear long sleeved tops and if anyone questioned it i'd say i had really bad eczema and was embarrassed about it. Wear the long sleeved top until your usual gym clothes and then if anyone asks, say you were cold

I get cold really easily so I wear a long sleeved base layer under everything anyway. You could give that excuse or using Frans and say you get bad eczema, it is very embarrassing. Yeah the excuses above are probably the best you're going to get.

wear long sleeve shirts under, you could say you are cold. Or like Zack said Blame the Cat or other pets with claws
