Shaving creams help stop razor burn and irritation. If you use electric shavers, you shouldn't need it.
Aftershave stops infection and irritation I think.

It allows for a smoother and more comfortable shave, and reduces the likelihood of causing nicks/cuts, I believe.

If you are using a razor, shaving cream is definitely a must. It helps prevent cuts, razor burn, etc. You will get a smoother and healthier shave. After shave helps with any irritation/burns that you might get during shaving. Like another poster said, it also helps prevent infection.
However, if you are using an electric razor then none of that is necessary.

I use after shave balm because my skin is ultra sensitive and if I don't it hurts Like fuck and goes red for a few hours
