Im 15 years old and about 6 months from being 16. My penis is 2 and a half inches non erect and i have barely if any underarm hair and i only have pubic hairs about3 inches above my penis. also my voice is not very deep at all. Is there something wrong with my hormones or something

You're just later than average. Non-erect usually isn't that big to begin with. You have pubic hair so you have indeed started puberty. There's nothing to worry about nor a need to see a doctor.

i don't think there is any need to see a doctor about it yet. most likely you are a late developer and things will change soon. however, if you get to about 17 and things still haven't changed much, then see a doctor about it.

im a late bloomer and im 18 im have pub hair but im 3in non and 4 hard but i have 1 or 2 more years

i would definately have a talk with your father and book an appointment with your local gp as he may be able to help you with a course of hormone injections.

Hormone injections at that age is a little extreme, you're probably just a late bloomer as Ant and Trigger suggested.
No need to see a doctor yet, you still have time to develop and grow, but if things are still not happening when you're approaching 17, then see your GP.

oh ... ok im pretty sure a gp in britain would put you on a course of hormone injections if no development had been shown after the age of 16. maybe its different outside of britain?

He just said he has pubic hair so that is sign of development and he's only 15.5.

your ok i'm late too. ask your dad if he went through puberty late. that could be your answer
