MODS I I AM NOT ENCOURAGING ILLEGAL INTERNET USAGE, I AM ONLY ASKING FOR ADVICE.
In my country internet piracy is legal. I regularly used torrents to download singleplayer only games since multiplayer ones are not supported on all multiplayer servers and it is a pain to find cracked servers which are not full of hackers. I got very pissed when many sites started dropping like flies, because they got sued because they are hosting cracked games, free copyrighted music etc. The thing they do is:
They host the torrent file which is very small, and when you run the file, it gets retrieved from another server which is not related to the site you downloaded the torrent file from, so there is nothing illegal there, they hosted non copyrighted files and they are getting sued.
I cannot use Steam, since my parents do not like online shopping, and PayPal is not supported in my country. I cannot open a foreign bank account (shitty financial laws in my country) so that I can use PayPal, I can only wait till I get 18 years old to use Visa Electron. I do not like going to game stores where I buy a CD on which the game is (non cracked game), since in my country, it is 1.5 times more expensive, and the offers are not as good as they are one steam (no sale offs, the prices are always the same). What should I do? The only site I find viable content on for now is thepiratebay.org, but it is gonna get busted soon.
The only games which are regularly plaid and that I legitimately own are:
Minecraft
Team Fortress 2

Tell your parents that Steam is very safe. You have to buy a paysafe check from the mini market and just type the code you see there in your Steam account. You don't need to give any information about you, your name, your address etc. I don't even consider it as "online shopping" :P

What country is this? And thepiratebay.org wouldn't get 'busted' in a country which allows internet piracy, it is only blocked on those that are against piracy.
All I can really say is buy the game, since it costs money to make them. And if piracy is allowed in your country then too right the prices should be high. All I can really tell you is to pay a high price for the games, or wait until your older to open a steam account. You don;t have to be 18 for a debit card though. You should be able to get a 13+ card from a bank.

A torrent file doesn't contain the actual files lol;
A torrent file holds information where to retrieve the data from (the seeders), as well as information on the files being downloaded. All torrent software does is read the information on the torrent file and download from where it's located.

Thanks for the advice, but in my countru there are no things like that, I am gonna have a nice talk with my parents and tell them that it is way better to buy from steamdirectly.

They've been sued more than once and even raided by police, the founder's been to jail for it and if I remember right he currently is in jail. However due to the laws where their servers are they've been able to stay up so far.

That's a good idea, provided that it's from a bank that also works with companies like MasterCard/Visa. Otherwise, you won't be able to use it online, because of how the whole thing is put together.
It's complicated. My debit card is like a credit card and can act like one, but you can't use it as one. That's a result of those people lobbying in government.

Oh, every large media corporation has wanted to have a go at them. But it just won't work because of how foreign laws are.
Same story with WikiLeaks.

From what I've read, The Pirate Bay has been busted dozens of times and their operators have been sued, prosecuted, and incarcerated. That doesn't keep the site from staying online. They're not kidding when they write "The galaxy's most resilient bittorrent site" right up there in the title bar.
Games are expensive and if you can't torrent them you'll just have to pay for them in a shop. It's not like the torrent sites owe you anything so that they need to stay up so you don't have to pay for games.
