Yeah puberty not only triggers muscle development in shoulders and chest, but fat deposits (http://www.nature.com/ejcn/journal/v54/n3/abs/1600920a.html) in the buttocks and abdomen.

All you can do is work on your core to build up muscle, and moderate your diet so you take in enough protein, and don't take in more calories than you need in the form of fatty foods or excess carbs.

Quite often during puberty, even if you're active, your body attempts to store fat in order to use it when its ready to make a big change. For example you'll under go a growth spurt probably which your body will try and retain as much fat as possible in order to make the changes. You'll probably find that your body will loose weight quickly afterwards.

However it is entirely possible that you're putting weight on and it has nothing to do with puberty at all and its just excess carbs and fat that haven't been burnt and therefore excess carbs turn into fat and the fat is then retained.

Try eating a more healthy diet and see. The best thing to help with puberty is a healthy diet.

So to overall answer you question. Yes, it can be related to puberty. However, it could just be you are gaining fat through eating too much fatty foods and your body isn't burning the fat off.
